Default Crank hard to turn after damper install

I have a gen 3 6.0 that has been stroked out to a 408. I have had this engine assembled before and it ran but found the timing gear was 2 teeth off. I removed everything and corrected the issue but when I reinstalled the aftermarket damper it sheared the top of the key off and locked up the oil pump. I have since completely torn the engine down and started over. Everything rotates very good until I complete the damper install. The rotation is smooth until the last (approximately) 1/16 of an inch. When I complete the damper install that last 1/16 it becomes very hard to rotate the engine. My install method is I use an install tool to run the damper down around halfway then I use the old crank bolt and torque to 250. I rotated the engine after full install to see if there are any witness marks from some sort of contact with damper and have found none. Everything looks perfect. It just doesn't want to rotate. I am running a double roller but I used this setup previously and had no issues. I'm stumped. Any assistance or ideas would be appreciated. Thanks.

Sounds like you're pressing the damper too far onto the crank and its pushing into the oil pump.

That was my initial thought but if it happens when i follow install procedures. Think I should back off yhe install torque to say around 230 or so?

Well if you back it off and everything turns freely again then that was most likely the issue. You mentioned the crank was keyed so could that be moving when pressing the damper onto the crank and in turn pushing up against the oil pump? What damper are you using?

It's a Texas Engineering or something like that. I know that's pretty vague but I got it in a front drive kit and can't remember. I'll have to go back through my paperwork.

I know with mine I had to mill my ati damper so it would seat inside the oil pump. It was biting into the pump and wouldn’t let it turn over.

from my digging around I wasn’t the first to do this.
