When do you have to modify the intake?

When do you have to modify the intake? How far can the heads move closer to the deck without needing to modify the intake to insure all ports line up well? My heads should be at 10.9:1 and I am thinking of using a thinner head gasket to bring it up to 11:0:1, or maybe have them milled a bit.
