measureing valves??

How do you properly measure the size of valves? I have been trying to measure what i thought was a 2.08 valve but the covertion isnt coming out right. Is it just the outside diameter? The diameter of the valve i think is a 2.08 is 2 and a little more than 2/64th's...am i measureing wrong?
