Default rust on cylinder bores

Does anyone know what would cause rust like spots at the very top of the cylinder bores? I'm thinking it's the head gaskets. but the car has not lost any dexcool.

did you not run your car for a week or two before you tore it down?cylinder walls are bare metal only protected by a skin layer of oil ond when you don't run your car for awhile the oil drains down.if it's at the very top where your ring stop is it shouldn't be a problem.fine grit sandpaper will take care of it but put some towels in the bore to keep the rest of the cylinder bore clean.thin coat of oil or other rust inhibitor should keep it protected until your put back together again.
