Question Anyone help with idle/cranking problem?

My buddy has a 99 c5 it is a sock motor with a 175 TNT ring system. his car has a small cam, i believe its a 224 575 113lsa
he sprayed the car and when he did it made a funny noise. after that it wont crank right, realy sounds like the timming is way off at cranking rpm, it was so bad he snapped a starter. but when it runs it sounds fine, however it will not idle now below 1,000 rpm.
any ideas?
we replaced the cam and crank sensor, No ses codes, someone said the reluctor wheel on the crank may have moved is this possable?
any info would help, if we cant find the issue, then it will be off to east side with the car, but he lives in NH, so its a pain for me cuz i have to drive 2 hours up, then 5 hours to esp cuz i'll be tralioring him. DOH
thanks

if he bounced some valves off pistons the motor will still turn free, that doesn't matter.

is the car throwing any codes?

That's actually what I was pointing at.A bent valve just doesn't seat and causes hard start because there is a compression loss.

Compression test or leak down. You know you have to do those.
