Really? Check your math again. Here's what I have spent for my H/C setup:
TSP 224R Cam - $340
LS6 Stage-II P/P Heads - $1250 (complete w/ valves, springs, etc.)
LS6 Core Heads - $350 (bought for $750, then sold off valves, springs, rockers.... net cost $350)
Grand Total = $1940. Granted, this does not include gaskets or tuning, but when its all completed - including tuning - the "Grand Total" will be less than $2600, including install. Much less than your estimated $4.5k - provided you can do the install yourself. Although, an install should only run ~$750 give-or-take, anyways.
Perhaps that may help sway your choice. F/I for $5k, or the same power for half the cost with a H/C setup. Easy choice for me.

I paid $4200 for my complete P-1SC Procharger kit plus $400 for the dyno tune, (The ATI supplied tuning is crap).
The drivability was affected very little unlike a head/cam package that makes approx. the same power. It does not require constant maintenance, if you want more power in the future all it will cost is a pulley and another dyno tune. anytime you add power to a motor you add stress no matter how its done. the Procharger kit can be done in far less time and labor than a head/cam swap.
I have owned several head/cam cars in the past but since going supercharged
im hooked.

Supercharging does attract less attention. Im thinking of guetting a C5 Vette and will definately FI it (Once the Z goes race only).

I have a H/C Zo6.. I have a G5x3 Lg cam. My car puts 416rwhp On a mustang dyno.. Witch turns around 470+ On a dyno jet.. at 15%. I have raced A FRC 99 Vette with a twin inter-cooled Procharger vette.. It was close race. But I still got him by a car and a half.. And his car was boosting 10-11 PSI... So, H/C are the way to go... I get complements all the time on the way my car sounds... Especialy when I throwing the smake down on a Blown FRC!

Most of the heads/cam cars are getting nice ET's because most of them have major weight reductions. Most of them are running 3300 race weight or so. Get a mild cam (under 230) and a 8 rib D-1SC. My car dyno'd 548rwhp 499rwtq at 8psi only stock bottom end with a FM7(224/230 114)cam. Yesterday i ran the car at the track, but the clutch didnt hold up to the task. Although the clutch was slipping it still trapped 122mph with 3800lbs race weight. Cam doesnt cost that much anyways but it really works with boost. I never saw any impressive results from Heads on a FI car just yet. I would add heads if i maxed out my car and i wanted to squeeze the last few HP possible. Go ATI and u will never regret it.

If you want to retain some stock driveability characteristics (i.e. idle, gas mileage-if you don't get on it too much, etc) then go with the procharger at 5,6 psi. If you want something that is more cost effective, but might sacrifice some driveability (depending how radical the setup is) then go with H/C.
Remember though, forced induction can be very costly. Built motor to handle boost, turbo/blower kit, fuel/tune (something that is not as expensive H/C wise) are some of the things that I didn't see the big picture in when I went with F/I.
