Default Stock Bottom End Reliable?

With a H/C Combo, bolt-ons, and a 150HP shot of nitrous, would the stock short block be reliable with good, no knock, tuning?

No.

If you're going to spend all of that cash on H/C and nitrous and bolt-ons, it would be silly not to build the bottom end - rods, rod bolts and pistons especially.

Realiable isn't the word I would use. It should last for a descent while if you have the tuning right.

Upgrade your bottom end in addition to nitrous. Reminds me trying to lift 3800 lbs of automobile with a 4000 lb floor jack. Yeah, it'll work, but the margin of error and safety is much less.

I'd take a long, hard look at the grenaded rod/block pictures in the thread near this one and ask myself some searching questions...
