Failed CA smog check

At RPM 800, HC measured 2000 PPM where 100 PPM is the maximum in CA; for CO, it measured 2.18 % where 1.00 % is max in CA.
At RPM 2438, HC measured 214 PPM where 130 PPM is the max; for CO, it measured 0.49 % where 1.00 % is the max.
Failed visual inspection due to no cats. It has been labeled as Gross Polluter.
So, I have no choice but to install factory catalytic converters and probably shorty headers w/ CARB#'s.
The question is: Should I also replace the cam to something tamer? Or would the Cats alone help pass the smog check?
I would appreciate any tips!

If you guys would read the post, you would see that he lives in Cali and BOUGHT the car in Texas and brought it back to where he lives, CA.

Jesse (if your still with us), ignore the as$hole remarks above. You’ve got a bitchin’ car that needs a little work to make it legal in California. Whereas most people buy stock cars and modify for more HP, you need to demod and pass smog. Big f’n deal considering that you can sell the performance parts if you take them off.
So what if he has to go to a “check only” shop. I have taken my last 5 cars to the local “check only” shop for a total of 8 certificates or pre-tests. There is NO difference in the test performed. The ONLY difference is that the shop cannot fix anything on the car. The idea is to reduce the chances of a smog check shop cheating. In fact, the shop I go to does not notice any of the visual failures on my f-body.
CO2 emissions are measured at idle (800rpm) in order to baseline the car. In a way it is a test ‘cause if the emissions are too low, then a calibration factor is added making it harder to pass the 15 and 25 MPH tests.
The most likely way to pass is new cam, cats, tune. I suggest OEM catalytic converters as they work better then aftermarket cats. 224/224 114LBA or better. Longtube headers will probably pass sniffer test and possible visual. Pm/email me for details.
