On a 98, I would need different valve covers, and coil relocation packs, correct? Also, what would the compression ratio be raised to if they were milled 0.010? Thanks.

Yes, your compression will be around 10.8-11.0 depending on what gaskets are used. Go ahead and mill 'em .018"

Are the benefits of milling the heads noticable or is it a marginal enhancement? What are the real world gains.

Id like to hear a definate answer to this one. i heard it was ~10 HP per point of compression. I assume that point means a full jump from 10:1 to 11:1. Dosnt seem like a real big gain. Furthermore, could you build up an engine at 9:1 to leave your options open as far as adding forced induction, while really only taking a 10 HP hit? It'd be worth the 10 HP defecit to me just to have the later option of running FI if i wanted to.

take into consideration.... nothing is worth a certain HP... everything is only worth a percentage... if you have a cam/head combo put your stock manifolds back on and see how much you lose... that was just an example...
as to compression I'm just gonna guess but if your at 400rwhp with a uncut head and you decided to bumb the CR .5 I'd say you'd end up with close to 410... but if you do that with a 450rwhp car and you bumb it .5 you might end up with 465...
