Default Idle surge

I have a 98 camaro A4 with MTI stage IIE heads, LS6 intake, an MTI C2 cam with 114 separation, jezel rockers, new MAF, ported throttle body, stock internals, Jet Hot headers through cats, new O2 sensors, no codes.

However, when I start the car and the air pump is running (is this open or closed loop I always get confused) the motor surges up and down such that if you shift into gear it stalls out. If I just let it idle until the pump shuts down it is fine. Once at speed it is fine and starts and stops once running are fine. It behaves like a vacuum problem when that pump is on.

I have opened the hole in the Tbody blade a single drill bit size. Perhaps that isn't enough? Could there be something else I should look for? The engine throws no codes and runs strong. I can find no exhaust or air leaks.

Any ideas?

Do this.

Turn up the little screw on your TB, it will be under the stop on the passenger side. Go about 1 turn.
Now unplug your TPS senson.
Turn the car to 'on' (dont start).
Wait 15 seconds.
Plug TPS in.
Start car.

Do this until the idle is where yo want it. I had the TR224 and this made a much bigger difference than the drill....go in small steps.
