Default any hope for this this block?

I own a 98 Formy with severe damage to a lifter bore. Lifter came apart and grooved it's bore at least 1/8 inch deep all the way around. Spent thousands just paying to find the problem (LT1 DAVE) soaked me pretty good. Due to finances car has set for 8 months, only got to drive it 900 miles after purchase.
Can this block be saved, sleeved, rebuilt??? Or should I replace??? Please consider the tight budget.

That does sound like you are in between a rock and a hard place for sure. So there is clearly visible damage done right?

very visible damage done. Lifter roller ball broke in half, and then driven 900 miles after dave supposedly fixed (replaced rocker arms) he said it was a flat lifter that would mildly affect performance but would not hurt anything!!!

he's a snake. don't want his hands on the car again. Only works in cash. didn't know any of it until I went to pick car up.
