Default engine mods

i have a 1998 z28 m6 with 29000 mi on it and the mod bug bit me and want to make decent hp on a budget and want the car to be streetable. i thought a nice head and cam pkg would work well. but the only problem is im from CT and the car must be able to pass emissions. i also would like to keep some of the cars originality. if anyone has sugestions please post.
right now i have an CAI and cat back on the car.

Probably want to get a set of long tubes with Cats to go with your cat back, so you can get good power out of the heads and cam. How strict is CT emissions? As long as the cam doesn't have a lot of positive overlap you should be ok for emissions. In general, the 114 LSA versions are going to better for emissions... CHEATR cam would be good or an "old Man" cam if you want a little less power. The CHEATR is supposed to have really good street manners, though.

ct emissions are fairly strict but not like CA, any recs on the lt's or heads

CT emissions arent that bad there just gonna use the pcm as long as there is no codes should be able to pass. I am looking at getting Y-pipe with cats for my Pacesetter LT's because some places will check to see if there are any cats on the car so i wanna make sure i have cats also wanna make the car a bit quiter and less fumes will come out. But i'm looking at going down to eastside hopefully this week sometime and have my car tuned since i put a 04 Z06 motor in mines needs a good tune.
