Well, I put in the stock lenght push rods and it runs better but is making noise. I am stumped on this one. I need a pushrod somewhere between 7.400" and 7.425".

I think you need to get a p-rod checker and measure.

I agree .025", should certainly not bottom out the lifter....which is what would have to happen for the valve to be kept open. I do not think your problem is one of pushrod length. The 7.40 or 7.425 should result in the same engine performance. Unless the heads are milled and you didnt realize it. Measure to verify.....

So with a cam like this 7.425's are the only way to go right?

any cam that has a 1.45x base circle with unmilled heads/stock gasket setup
(IE: Cam only swaps)

I agree. I am tired of spending money on pushrods that do not work. Now I heard that stock pushrods are a little shorter than 7.400". The 7.425" were definitely bleeding off cylinder pressure because now the car runs alot better and I also verified it with the compression tester.

Man, the only way 7.425 would bleed cylinder pressure is if they collapsed the lifter.
You have hydraulic lifters and .025 inch CANNOT have the effects you say.
You're beating around the wrong bush.
Do a leakdown test.
