Default I need a little help with my H/C setup!

Let me lay out what I have first. The H/C setup was purchased used off of this board about a year ago. But I sent the heads to TEA and the cam to Comp, to get checked before install.
The cam is a 234/242 591/601 114 lsa. The heads are 5.3's that are milled .050" and 2.02/1.55 valves, comp 987 springs. Valves were just reseated.
New TSP 7.350" PR's, double roller chain, new comp 850-16 lifters. Used comp promagnum 1.75 rockers.

I think I'm doing something wrong in the measuring process of getting PTV clearance. I welded two old lifters in the up position, I used the stock head gasket, 7.350 PR, and stock rockers snugged down to zero lash.
I used modeling clay and bolted the head down. And I had .080" on the int and about .070" on the ext.

The problem I'm having is this is with a .170" cut in both the int/ext.
I know, thats really deep!

I've been told that I should not have to go near that deep to make this cam clear. I fear I'm doing something wrong in the measuring dept.
The guy who is helping me is a 20+ year service tech who is a ford junky and does not deal with these engines. But has built many of ford motors with much success. So he knows what he is doing.
Me, I'm a 16 year body man. So go figure.

I'm thinking the timing chain is not were it should be. I thought I put it dot to dot. But after we got to checking it, it appears to be both at 12 o'clock. Could this be my problem?

Also the replacement head gaskets I got are Victor Reinz #12558809x or 5975. I'm not sure which is the part # but its one of those. Exactly what is the compressed thinkness of this gasket?

I need some advice from anyone who has done this. Is there anything you can think of that I'm not doing right?

I checked the timing chain and its in the right position. The keyway is on the dot and the dots are D to D. What am I doing wrong???

Well we put a head on with the stock gasket and a 7.350 PR and comp 1.75 rocker. We have .104" PTV clearance on the intake. So I'm finally feeling good about this.
The exhaust side has a mile of clearance.
