Default heat

My car will heat up (from its regular 160 to over 210) when I'm sitting at stop lights sometimes (usually when it's hot outside, which is every day in the summer down here). My dad said that he thinks it might be the fans not working. Any ideas on what I could do to test this theory?

Well I popped the hood and looked down there with it idling in the driveway and they weren't spinning, but I personally know nothing about the fans. Are they supposed to start right when you start the car?

They shouldnt run if the car is cold. You will have to wait until the car is at OT before they kick on.
