UGH, stupid double roller problem

i cant get the god damn thing on there, its like the chain is 1/2 link short. its such a stupid problem and its really irking me. any idea? its a jp performanc edouble roller. then instructions are absolutely worthless at this point so..
Leave the top sproket off. Place the chain around the bottom sprocket, then put the top sproket in the chain and lead it towards the cam. Look to make sure it looks aligned and then try to stab the dowel pin. You can then roll the sproket upwards to get in the bolts. Loosley place one or 2 bolts in the cam and check your dot alighnment. If it's off, undo, and move the top sproket around in the chain and re-bolt. Do it till it lines up, then torque to spec. May be kinda shady instructions, but it's hard to explain without being there.
