From what I know, you just have to buy a TB and the top part of the FAST setup. That will save you some $$.

thats true, but the hard part will be getting rid of the 78mm TB and upper intake.

Not cost effective....a complete 78 mm FAST is still a sellable item. The top alone I believe is over $400 (ouch!)

I have the G5x4 cam in my 99 camaro along with long tube headers, underdrive pulley,FAST90mm and slp 85mm mass air. I'm currently at 412 rwhp,how much improvement would I make with the ET 215 heads. Bone stock bottom end.

470 - 480 rwhp should not be a problem with the correct set up. A&A, Speed Inc, The Vette Doctors, Newtech Peformance and pretty much all of our dealers have made very impressive numbers over and over with the 215's and 225's on stock cubic inch engines. Even JTZ's has seen the numbers first hand on a head swap only on the dyno.
