Change them when you swap heads, unless they start to tick. Remember that to r/r the heads you have to use new bolts and gaskets....thats about 200 dollars. Just my .02

I got Head bolts FEL-PRO $30.00 for both heads at Advance Auto and GM head gaskets from the dealer 65.00 a set ,Now if you use aftermarket head bolts like ARP and a high end head gaskets, you will be in the 200.00+ range. But like NoGamesLS1 said if there no ticking i would not change them , When you pull your old cam out see if there is any abnormal wear and the cam. Then make your decision.

If they're fine now leave 'em until you change the heads. Not worth the hassle if your keeping stock heads.

Nothing. Like someone said, as soon as the motor has oil pressure your lifters are pumped up, and like most other internal components, they won't last long without oil pressure. Only takes a few seconds once it's running. I think soaking them is a waste of time.
