Default why did injectors change?

Can someone explain why the injectors changed, from 28+ # in 98, to 26+ # in 99-00, then to 28 # in 01-02? Instead of going from 28 to 26, why couldn't they just keep the same ones but change the pulse width slightly in the programming? Is there some other effect of going to a slightly smaller flow injector, that isn't equivalent to just changing the pulse width?

Thanks for any info. (I'm planning on going to slightly higher flow injectors, want to understand all the consequences.)

I assume it has something to do with the pressure regulator change, but who knows.

Possibly because 98s were known to run a tad rich from the factory?
