When does it operate? At cold starts only to heat up the cats quicker? Do we really need it to pass emissions?
I'm guessing that is works like the EGR, cold starts only...

I think that without the AIR pump it takes like 20 minutres to get the cats working. I guess if you take it off, drive around for a 1/2 hour before you get tested.

The EGR is "active" at all times. It only operates during part-throttle (WOT turns it off). It's job is to lower combustion chamber temps by routing some exhaust gas into the intake charge. How can adding hot exhaust gas lower combustion chamber temps, you ask? Exhaust gas dilutes the oxygen content in the mixture.
If you have autotap log the EGR desired or actual position and you'll see when it operates.
