Provided you have headers and the other small bolt ons here's what you can get.
-EMT stage 2 heads $1880
-Comp Cam 221/221 .558/.558 114LS $395
-Comp cam pushrods $115
Total $2390
This combo netted me 435rwhp and 410rwtq and times in my sig. VERY streetable.

Now for a more helpful reply... There is no real "best" package out there. You'll have to do some comparison shopping, and find the best compromise between price and performance. You'll also need to decide exactly what you want out of the car. A heads/cam setup for a daily driver will usually differ greatly than one for a car used primarily for drag racing, for example.
Any of the board's sponsors would be happy to go over specifics with you, and give you some ideas of ins/outs with different packages.
As far as most popular goes, I'd say ARE, MTI, or MMS. That's not to say anybody else's stuff is no good, though.

Yes George, your sig say's alot!!!!
I think GTP has a great set of heads and you can see several people have used them and managed to get 10 sec timeslips with a H/C package only.
That pretty much sold me!!!!

I haven't heard anything bad about cartek. Most of their setups run 400+ RWHP and they are reasonably priced.
Go to www.ls1speed.com and check out their RGR heads, they're very good also.

I love all the speculation.. Like GeorgeC said.. There is no best. You cant really use track times secondary to too many factors. You cant really use dyno #'s secondary to too many factors. You cant always believe what you read secondary to most of the people that buy heads from our sponsors never even post on the boards. What you have to decide is exactly what you want and look for a car on this board that has that kind of a setup. The funny thing is any sponsor can produce what you want. You just have to decide what it is. Whether it is reliable street car with a little more umph.. Street/Strip car that has good manners doing both. Road race car with setup designed for that application. Flatout Drag car that can be run on the street, but not a daily driver. All the sponsors can build this for you. Also, I heard someone mention that most of Cartek's cars dyno over 400 rwhp plus. I live where there is a car from almost every sponsor on the board. I can tell you that not all of them made 400rwhp with their h/c setups. 4/5th of them dyno'd less than 400rwhp, but they are still happy with their packages.
