Default Dual valve spring question

Currently installing my PRC dual springs off my 241's onto my 317's. But when slidding the PRC's onto the valves, the inner spring seems to sit on what looks like the valve seal. Is the inner spring suppose to sit down flush with the outer spring. I've got two on and they don't look funny, just seems like the spring is sitting higher on the bottom. Was I suppose to pull the valve seals or lower portion off of the 241's, or am I just being paranoid. This is my first install and don't want to fubar my engine. Thanks.

Nevermind, just called TSP and they said needed to pull seals out of 241's, but recommend new ones so that it don't smoke. New ones be here Thursday. Ready to hear this thing run........ I think it's forged itself to the jackstands...
