Is crank pulley balanced?

Is crank pulley balanced? When pulling my crank pulley I broke a small piece off one of the tabs that the three prong puller attaches to. I know the best solution is to buy an underdrive, but over budget already.
I was going to have my machine shop friend drill one hole in each "spoke" of the pulley so if I need to take it off again I can use the three bolt style of puller.
Any opionions on this?

same thing happened to me when i did my cam install. I also didnt want to spend an *** load of money for an aftermarket. I ended up picking one off another board member for cheap. Just post something in the parts wanted section. Im sure there are plenty of people with the stocker sitting around.
