Default how many turns on the rocker bolts

how many turns am i looking to get by the time i reach the torque spec from time i cant spin pushrod?

22 ft lbs.... If the cam has the valves open on the rocker arm/cylinder you are tightening; you won't be able to "spin" the push rod. Due to tension from your valve springs.
