A cam has a usable power band= example 2000 - 6000 rpm There usually is advance ground in from mfg. to compensate for timing chain slack. If you advance this cam the power band will begin at a lower speed & fall off ealier at high rpm's.If you retard this cam it's vice versa. Haven't messed with alot of ls1's yet but most others you move 1 degree it shifts power band 500 rpm . This is the purpose for a cam card so you can degree in the cam & modify from there if you want.
