Is this hole a casting flaw?

After removing the water pump I see a hole in the cavity outside the seal. Nothing but air here but the hole which goes through doesn't really look like something cast into the block. Anyone know something about this?

If there's nothing there but air, I wouldn't worry about it. could be a flaw.
