Whining/wheezing noise

Whining/wheezing noise So this is the situation...
My friends C5 with a 383 is making some strange noises. It is a loud whine and almost rhythmic ... I know that sounds odd. From inside the car it sounds like a belt squeal.
When we use a vacuum cleaner hose to hone in on the noise and the loudest sound seems to be coming from the drivers side of the throttle body but can be heard throughout the engine bay.
We tried pulling the belts and it still made the same noise. We pulled the valve covers and all the springs are good and no visible damage to the valvetrain. We turned the motor over with the valve covers off and all the valves opened.
Right now we are hoping it is a lifter, but how would it whine...
Any thoughts?

So we did a compression test and all the cylinders were between 220 and 240 and the strangest thing was when we did the test on the #5 cylinder, there was a strange noise that sounded almost like air escaping past the rings, but it was also consequently the highest reading at 240. The rest were around 230 with a couple at 220.
Is it possible for the rings to be shot and still pass a compression test?
