Default MS4 vacuum at idle?

I have an MS4 cam, and I'm having trouble getting it running. I have pretty low manifold pressure at idle, 800 rpms. I have 71 kPa pressure, which equates to ~9 inHg vacuum. Is that normal?

not surprised that cam has alot of overlap, with a 238-240 cam in a ls2 i have seen 64 kpa at idle

Now that I've got it tuned up I see 60 kPa at idle, just an update. It was all in the tune.

Is your engine still idling @ 800rpm?

Just like he said. At an idle of 850 rpms I usually had 18" of vacuum
