Default heads and cam for california?

what is the best heads cam set up for HP while still passing CA emmisions?

That depends on how good at PCM tuning you are and how big of a margin you want to pass by. A 224 114 is probably about it although bigger ones have been passed by people that are very determined. Around 220 is the safest it you want it to be easy.

Heads don't have a very big bearing on passing emissions.

What company makes the 224 114? And do you have a suggestion on a set of heads for that cam?? I was looking at the rapid motorsports stage II.

Thunder racing has a GP on it now, check their website at www.thunderracing.com and click on "specials"

I'd go with MTI or GTP heads. The cars in Texas are fastest.
