Motor is like a pump, somewhere, you are not getting enough air and fuel to make the power desired.
I would start with intake area and more tuning, also a compression/leakdown test to see if all the cylinders are running right.

you could do it cheap for around $2600 or pay a shop for $3900
the heads are optional... you def need gears and intake though. ($1500 - $1800)

Keep in mind that the dyno is a tuning tool, and you're not going to get hero numbers from that setup without an Electric Water Pump and a locked converter. I assume your TH-350 is not using a lock-up style converter. Also, your LS1 manifold is the worst of the bunch. Even an LS6 could get you 5-8 hp, but upgrading to a FAST 90 would make a big difference.
The good news: TH-350's shouldn't sap as much power as a 4L60e or TH-400.
Bottom line: That cam wants to pull to 7000 rpm, and once you gear it to run there, and minimize the intake restrictions to get it there, your track numbers will speak for themselves. Hopefully you have the suspension so you can get it to the ground properly.
Also, your stall might be a cheapo. On the local cars, we're seeing 96% efficiency on the Yank converters on the big end, while the cheaper converter we measured was only 86% efficient.

Even if you went from a stock lid, stock LS1 intake and a stock tune to an optimal setup, 40-60 hp seems much more typical.
