Default 400 Rwhp?
Have a 2000 C5 MN6 and have the following Mods planned;

MTI X1 cam 230/227 .591/.571 on a 112 LSA
under-drive pulley & valvetrain upgrades
LG Street LT's W/X-pipe & Hi-flow cats
B&B catback
Vararam CAI
Dyno tune

Will this produce 400 RWHP? If not how close would I be?

You should be very close. I would definitely think 390+ with a good tune!
