Stuck on Picking Heads and cam package.Help

Stuck on Picking Heads and cam package.Help Well many of you know i am rebuilding my shortblock to stock specs except forged pistons and arp bolts .While i have it down i think i will go ahead and put a heads and cam on their.I currently have the Torquer v2 with bolt ons and stock heads,But would like to have a more aggressive idle with Decent Street manners.So Please give me some input on this, as to what you think would be best package for a Street car with Track visits to get 415+rwhp.,Or any other suggestions you may have
PRC stage 1.0 ls6 heads with either a magic stick 3 ,Torquer v3
PRC stage 1.5 heads with either ,MS3,Tqv3
Or Reuse my Torquer V2 with one of the listed heads above,I like these packages because they fit my budget .
Car is 1998,Boltons ,Full exhaust,Gears,Ls6 intake,forged pistons, 100 Shot
Don't want to spin to 7k plus i would feel comfortable going to 6500-6700 if need be
