Quick preload/pushrod length question

I've searched and searched tonite and I still have a question. I got a combo of a heads, cam, pushrods that were slightly used and installed them. I got the idea to check pushrod length/preload and here's what I found. I get apx 2 turns of preload with caddy lifters which should be good. While doing this I notice both valves start to open slightly. Is this normal? The engine has been apart since about Oct. The cylinder is at TDC also.

the heads are ETP 225 w/their rocker stand, stock rockers, 8.2 pushrods and a comp cam of some sorts. I found an old post from 06 where the member had the same setup, same results....but there were no replies. here's the post

i think my etp heads use 8.1 and 8.125. mine are some older 235s...gm mls gaskets. i think i got around 3/4 of a turn on my stock rockers/lifters...doesnt seem overly loud. lq4 block in mine so deck is around 9.220
