You are mixing up the conversation of CARB EO certification for aftermarket products with emission certification for individual vehicle from a referree. Two totally different things. CARB EO only applies to manufactured parts from companies wanting to sell products that are for use on street driven vehicles which abide by CA emissions standards. Emission certification by a referee is for individual parties where they have swapped out an engine of an older vehicle to a newer cleaner running engine. A company, like Katech can not apply for this kind of certification that would allow an engine swap and be granted a CARB EO number. Also changing the size of the engine (while keeping the OE block) will not fly, as it adversely affect the emissions output substainly.
What you all need to understand is that if you want to sell a part or component to be legally used in CA abiding emissions states, CARB will run it through the ringer and check all components. We have a mustang turbo kit for the 2005 and newer models, CARB denied it just because we used a hose that had .1% too much vapor premeation in the engine bay. We had to source out a different supplier and resubmit the entire kit again (read as costly). Smog is not just about tailpipe emission, it is about emission from sub-par components that pollute the enviroment, not just politics or money.

What if the Y-body was a later year (e.g. 2002 Y-car -> 2001 F-car), the swap is allowed, but which converters/exhaust manifold are allowed/required...?
And swapping from an earlier year Y-body is not allowed (2001 Y-car -> 2002 F-car), correct...?
