Remember you have to remove the heads to get to the lifters on a LS1 ,and its easier to remover the lifter first so you dont haft to support the lifters

Less issues removing lifters first, less risk too.

Sounds like a chicken or the egg question to me. You do them both at the same time. The only thing doing both at the same time allows you to do is to skip having to prop the lifters up during the cam swap. Once the heads are off and the lifters are out you can pull the cam out without having to worry about using a rod of some sort to hold the lifters up. Then you reverse your steps. Put the new cam in and the lifers back in. Clean the deck faces on the heads and block meticulously. Blow out the head bolt holes with compressed air. You can grind the side of one of the old bolt threads down and use that as a thread chaser. It's free since you're throwing the old bolts away anyway, right? You can remove the two large threaded plugs on both sides of the block to drain the coolant before you pull the heads. That way the water won't go all over the place when the heads are lifted off. Most people skip this step, but it keeps the engine bay from becoming so messy.
