Default Determining overlap?

How can i determine the degree of overlap a cam has? The higher the overlap, the more the car will surge and buck in the lower RPM's correct? Is overlap the most prominent factor in determining driveabilty?

intake duration + exhaust duration /4 -lsa X2 = overlap

well, actually it's:

[(intake duration + exhaust duration) / 4 - LSA] x 2

Don't get sloppy with order of operations!
