Default winter upgrades-2 ways to go

right now i have a procharged 6.0, with a carb, forged rods/pistons, pp lq9
heads, cam(225/229, 580/590 @ 114)-looking at 2 diff options
1-keep the short block, switch heads and cam
2-build 408 short block, change cam, keep heads
obviously the 3rd choice would be to build the 408, chg cam and heads-but its not in the budget right now, gotta leave room for the 4l80e trans
i have heard that on a 4" stroke, there can be some skirt scuffing due to the piston going down below the cyl, although their using shorter skirts-prob enough strokers out there to see if this is a problem or not
i think the heads would give me more power than the stroke, but the stroke would give me more torq, which im lacking a little, but that extra ci would need to breath also-kind of a catch 22, lol

Whats your budget is the first question.

To address the piston concern if you use the correct piston there isn't an issue. Some amateur builders have sounded an alarm like Henny Penny and the Sky is Falling when in reality it was their own inexperience that produced their results. Thats not to say any piston you find 4.030 will work either. Thats the job of you builder to use the proper parts.

Power wise better heads make better power but so do cubic inches. You could do the 408 and come out with more power than your making now with the same heads and cam.
If you buy heads that are optimal for your current cubic inches they wont be optimal for a 408. Unless you buy heads with the 408 in mind bu them most likely your giving up bottom end tq and hp unless you have a custom ground cam made for it.

Personally if it were me and I knew I was going to go with a forged bottom end anyway I'd do the bottom end first. You don't build a house from the Attic down. The you can add to it and still be ahead of the power game.

But like I said in the beginning its all about your budget.
