Question about OBDII emissions test

Question about OBDII emissions test Here in Ohio, we have E-CHECK emission testing. All vehicles 1996 and up with OBDII don't require dyno testing. The technician verifies that the vehicle has cats and then the check the gas filler neck and plug into the OBDII port. Now my understanding is, as long as the PCM has no SES codes or faults...it passes the test.
So...my SS has a cam and ported heads and all emission equipment removed, along with the proper PCM tuning to eliminate and SES lights or codes. I currently have "Collectors" license plates; therefore, I don't have to get the car tested at all, but if for some reason I lost the plates and were forced to get standard plates, requiring the test...my car would pass (as long as either A- I install cats or B- make it look like there are cats inplace, for the inspection; they're not sticklers, meaning they don't care about the fact that the cats aren't in the exact place as the originals).
I may be modding my Z28 and I don't know if I'm going to remove emission stuff or not so I am thinking about this test.
