Default Starter Relay-Vats bypass

Hi, Security light came on a few months ago with a new spare key that I got so I got a Baker Vats bypass module to bypass the fuel and used a jumper wire for starter relay. Everything seemed going smoothly up to this point. I tried starting it and it would make a clunk sound @ the starter. However sometimes it would start right up. It was intermittent. Thought the solenoid was bad so I replaced and had starter tested. Still made the clunk noise with the new solenoid. So I looked @ the starter relay again, it starts automatically without key everytime. Any ideas?? Maybe I'm not jumping it correctly? Also new battery. Its a 98 camaro Z28,auto.

I meant it starts everytime with the key fwd in the ON position. Thk.
