Default dash lights flicker

My dash lights flicker consistently. raising RPM's does not stop the flicker. Also, if I put the car in gear and run up to about 4000rpm, I can feel the power cut in and out. My car is also slower.... I have checked the ground wire on back of driver head and it is tight. I ran a seperate ground from driver head to frame and no difference made. I'm not sure where all the grounds are. The one coming from the passenger front side is tight. I guess it ends somewhere near the alternator...not sure. Anything else to check?

oh yeah my hsw microedge says voltage runs between 12.6 and 13.2

there is no ground on back of my passenger head, but i did just run one on front of head. My voltage drops under load to 12.5. This may be what's slowing my car. Don't know??? I'm replacing the tensioner pulley tonight. The alternator seems to be charging and it doesn't change if I press the gas. the voltage remains a low 12.5
