i recently bought a lq4 cast iron motor that is stroked to a 408
i also bought manley forged pistons for it.

It already sounds like you are in over your head when it comes to automotive repair. #1 it would be connecting rods not tie rods. The tie rods connect to the rack an pinion which is part of the steering system. The next question is how much money do you have to spend because the price on a crank and rods very's alot depending on how much power you wanna hold.

You'll need:

Piston rings
Wrist pins if your pistons didnt come with them (i highly doubt it, but might as well spell it out for you)
Crankshaft with the appropriate reluctor wheel
Correct length connecting rods
Connecting Rod bearings
Main journal bearings
Front/rear covers and gaskets if you don't already have them

and also, you can use the search button, as many people have listed damn near everything in their 402/408 builds, hell even some with step by step instructions on how THEY did it (doesnt mean it's right for you).

I know I'm missing some things, but from the sound of your post, you might wanna leave this up to the professionals bro.

BTW tie rods didn't just come on rack n pinion cars...just saying

i have about 2,700 to finish the bottom end,
my main goal is around 500 or + on the motor.
since i plan for it to be forged, i can do a nitrous set up, 150 shot.
nothing too crazy on the nitrous shot.

Forged pistons with a stock crank and rods will take a 150 shot no problem. With a higher compression 370 you can get close to 500 at the wheels off the sauce. It will be a lot cheaper too.

the thing is i want to have a completely forged bottom end for future upgrades
for ex. a bigger shot.
i would like to know what else i would need to finish the bottem end
if i only have the pistons and bare block.
besides the crank, rods, oil pump, oil pan, ??
