Default Charging system

My car charges at 13Volts not exactly a good thing. I just bought this car and noted this as an issue. The previous owner said it is normal. So i searched around and found it to be actually true. So i grabbed my diagnostic tools and did some tests. The battery brand new is way down on available CCA amps by 30% And the charging voltage is in fact 13.1 @ 1500 RPM. NOT GOOD. So i pulled a print on the charging system and what do you know the PCM controls the regulator. Which in turn controls the charging voltage. So i am going to modify the system to charge properly. A quick look at ALL DATA confirms the wiring. So i will be installing a resistor th the lamp circuit to correct this and try and trick THE BCM in to allowing the alternator to charge correctly. Has anyone dun this??? Just curious Thanks
