Angry LS2 "No Power" ECM

I just rewired my LS2 swap and my HP Tuner program and stand alone scanner are telling me that I have "No Power". I've triple checked the C1 power pins and I have power to the three power feeds (Pink, Orange and Orange/Black). The tan and tan black (C1-1 and 2 pins) are also correct to the DLC. I hot wired the DLC, pin 16, just to see if that would help but it didn't. I've never had to add power to the DLC plug. I didn't think that there was another power feed to the ECM. This isn't my first experience with wiring my own harness but I never had this problem. I also didn't change any of the pins, I only shortened the wires. When I power the ECM, the throttle body goes through its initial cycle so I know that the ECM is getting some power. HELP!
