Can’t read E38 from OBD||

Can’t read E38 from OBD|| Swapped a gen IV 5.3 with a E38 into my 98 Silverado but can’t read anything on my scanner. It powers up but says linking error after loading.
I do have the CAN wires in port 6 and 14, however I do have a new TCM (I’m assuming it’s blank) from GM.
it is my first time getting into a swap, so yes I’m a newbie

- Will that keep my scanner from connecting to the PCM?
- Will it also keep it from starting?
