Anyone switch their dual set up to a single setup and have better cooling results? (keeping stock radiator)

seems one of my fans (passenger side) is not coming on (have a manual fan switch to help with testing, relays are good, and wiring as well)

car at speeds on the highway is reaching around 220, no higher because 1 fan is staying on at least.
