Default Head stud, not have enough thread for nut

I have a 404 ls2, and am using some milled l92 heads.

My builder used arp head studs for 2 shorter bolts on each head. I ordered some bolts and the kit didnt have any shorter ones.

Basically, I am forced to reuse the head studs which is fine with me.

The threads are hand tight with what appears to be some arp lube. I then put my heads on and one of them seems to work just fine, the other one doesnt have enough length on the threads for the whole nut.

Can I just back the stud out of the block a little bit? I thought they were the same length but i guess something is going on.

Why not studs for the whole head? Who built it?

You really need to just order a complete stud kit.
