Free things- change driving habits, make sure you don't have anything in your car that is not needed (trash, etc as it all adds up and a lighter car is easier to move), maintain proper tire pressure.
Run narrower tires (lesser resistance), syn gear lube in the rear axle. Make sure your 02's are responsive (not slow or lazy), clean intake ports/TB/MAF and air filter, fuel filter and make sure plugs/wires are in good shape. (normal maintenance)

Let's assume you drive 200 miles per week and get 16 mpg in mixed driving.
200/16 = 12.5 gaallons per week.
If you can make some cheap chchanges, and pick up 1 mpg
200/17 = 11.76 gallons per week
Gas was 3.83 for premium here this week
0.74*3.83 = $2.83 per week saved
$2.83*52 = $147.16 per year.
Basically, it is probably not financially pratical to add mods for increased gas mileage. I doubt anything intake/compression/exhaust would have a pipe dream of netting you 2mpg. Tune may be the only things.
Air pressure and driving habits are probably the only real cost effective things you can do.

Your not going to improve city driving very much, a properly modded gutted car could get 35mpgs on the highway. Your talking serious weight reduction, and driving discipline. No A/C, Power Steering,Pretty much you want the only loss on the engine to be the alternator. Lightest 16 inch rims/tires, the temps and road need to be near perfect. With everything invested you could have kept your Fbody stock and fun. Bought a 93 civic hatchback with 250k that still gets 32mpgs average If it broke down on the side of the road you probably wouldn't even care just go buy another one.

good suggestions guys, but you can top that if you get a moped! have fun on your faggio! haha but yea. tire pressure helps. dont run your a/c at all if you dont have to that actually helps a decent amount. a little fuel injector cleaner never hurt and new plugs. and take all the unnecessary stuff out. there are websites that sell miracle chips that increase HP and MPG but it seems too good to be true TBH
i use to drive a tundra and i would go through about a tank a week. i decided to see what kinda mileage i could really get out of it and i went two whole weeks without a fill up. but for the whole two weeks i never took it above 1900 rpm. mileage can happen if you have the patients for it.

I really dont get why this subject comes up when were talking about V8 sports/ muscle cars. These cars are supposed to be fun performance cars, not something you baby the gas pedal might as well buy an underpowered econobox if youre not gonna drive it like you stole it most of the time. That said, these engines still get great gas mileage would you like a camaro or corvette hybrid?

Recently put an l33 into my brothers 4wheel drive fully loaded suburban that weighs probably 10 tons lol, and I had Vengeance Racing tune it for mileage, and he says it picked up 3 to 4 easy mpgs! Not bad for $100.00...and it still has way more power than the previous iron 5.3.
