Default Front crank seal replacement

I was replacing my stock crank pulley with an ATI super dampener and I knicked the very edge of the outer seal and it has a very small tear. Is that part just more of a dust cover? If I have to replace can I do it with just these 2 items and leave the timing cover on?

Yup, but you will still need to remove the front cover.

There is no need to remove the front cover. You can replace the seal just fine with out doing so. GM/Kent Moore does offer a seal installer J-41478. There are probably other makers of an installer as well.

Just pry the seal out with a screw driver. Apply engine oil to the OD of the new seal, Do Not oil the sealing lip. Then the seal will easily push in with your fingers. Might have to lightly tap the seal in with a large socket & hammer.

Just don't tap to hard and break the cover. It is pretty thin behind that seal.
