Valve stem height issue with tsp ls7 heads

The heads are prc ls7 285 cc heads. The issue is the intake valve stem height is still shorter than the exhaust even with the lash cap on. I knew this was an issue but I needed to make a race so I swapped in stock lifters because of the much larger preload tolerance spec than my morel stuff. Well it lasted for a bit but I killed a lifter and all the exhaust lifters aren't happy. Now I want to fix it right. Are the valves suppose to be cut to spec each time they are built? Are there different thickness lash caps available? Should I get adjustable rockers or run different length push rods?

I used a straight edge and measured the difference with the lash cap on and this is what I came up with
