What Would cause Lifters To Turn?

What Would cause Lifters To Turn? I have a 408, and the cam bolts backed out. When we took the front cover off and tried to turn the cam we discovered two lifters had turned. What would cause this? The guy that works on the car said it has to do with a bad lifter cup, especially the cup with a 10 stamped on it. Are there any other reasons two lifters would turn? I had to replace all the cups, lifters, and the cam. Thanks for the input.
Yes the first batch of lifter trays in 97 had one bad mold where an outer lifter hole (if i recall correctly), had a turned lifter. Where the two lifters on one tray or two seperate trays? Sorry to hear about your motor,
Lifters very rarely turn for no reason. More than likely the loose cam bolts let the cam move back in the block and the next lobe hit the side of the lifter and turned it.
